English Local Authorities Intend to Dispose of Social Clubs and Leisure Facilities to Balance Books

Based on a new poll of municipal councils, English councils are preparing to sell social clubs, sports centres, and shopping arcades as they bet on a rapid disposal of assets to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

A coalition of councils representing second-tier cities in the UK stated that six out of ten of local authorities are intending to dispose of properties to cover the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for disposing of playing fields and open spaces to support their finances, but they argue they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

The group noted that a significant number of councils seeking to raise money from a quick sale of assets marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would focus on service redesigns and using savings to manage growing fiscal pressures.”

Detailed Cases of Proposed Disposals

Medway Council in southeast England said its asset disposal plan included the sale of a retail complex in Rainham and a social club in another town to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties held in two English counties, which all generate rent for the authority, will also be sold under the strategy.

Local Levy Increases and Broader Fiscal Strains

This research of councils in the key cities group, which covers several urban centers, also found that more than 70% of authorities will have to increase council taxes next April to cover the growing cost of core provisions, increased rates of housing insecurity, and a longstanding accommodation deficit.

The authority said it will press ahead with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting creative strategies but some of these require time to achieve both better provisions and financial savings,” said a council leader.

He added: “We face demographic pressures which will persist to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Projections

Research of county councils recently also found council budgets being stretched by the increasing figures of young people and older individuals requiring Send support.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Ministers have delayed planned reforms to the Send system until the coming year after a white paper setting out those changes has been postponed.

Disadvantage and Financial Gaps

According to the latest deprivation measures (IMD) for UK local authorities, several key cities members were among the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the latest IMD measures,” noted the study.

“Although only a single urban area is in the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the worst-off 20% of the nation. The figures underscores the extent of challenges confronting municipal officials across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been explicit about the need for a fair and sustainable funding system that reflects and responds to the real levels of deprivation and need,” stated Michael Mordey.

“Without this, councils will persist to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of local authorities have reduced or weakened care services in the last year, the survey found.
